<p>I would base it off of percentile.</p>
<p>the ACT looks better because your scores are pretty consistent, whereas your SAT is strong in writing and not so much in CR. Unfortunately for people like you and me, the writing score doesn't hold as much weight at some colleges as the math and verbal. So send both if you want, but with the ACT, you know they'll be considering all of your scores.</p>
