ACT: 31 (breakdown): 34, 30, 29, 29, 25(maths, WR, READING, science, essay)
What schools are you aiming for? These are both extremely low for an intl so there’s little difference between the two but I’d say act.

2080 and 31 is fairly above score for DOMESTIC students. I don’t know what your standard is, but 2080 and 31 is more than acceptable for most fairly selective schools
@paul2752 OPs other threads have asked about full financial aid, and as an Indian applicant, 2080 and 31 are not competitive against OPs pool.

Though, it is true that the score is far from competitive due to the nature of applicant pool you have to compete with. I have a question for you, OP.
Are you applying for ivy leagues only for financial aid? Prestige as well?
How much can you pay per year?
With your math+Cr, I know one school that can grant you full tution
Use the SAT for colleges that only use CR+M.
Apply to colleges in the Midwest, South, and Pacific Northwest, plus perhaps in the MidAtlantic.
