I am applying as a Physics major to some of the top science colleges in the U.S.
My SAT composite is a 2230, 720 in Reading, 800 in Math, and 710 in writing with a 10 on the essay.
My ACT composite is a 35, with 35s in Reading and Math and 34s in Writing and Science, and as it was the December test, my essay score is not yet released.
Should I send both to show that I am above average in both tests or should I just send the ACT as it is about ~100 points better on the conversion? Will sending the SAT hurt my 35? And what should I write on the common app for my ACT if I don't have an essay score released?

Send both. The SAT is free to send, while ACT costs like 15 bucks. They test different things, and colleges would like to see that you can score highly on both.

The SAT is not free to send, unless the OP used free score reports during the registration period. Otherwise, it costs $11 to send a score report. The ACT costs $11 as well to send. If you need rush delivery, the SAT is $31 and the ACT is $16.

If funds are not any issue, I would send both. If funds are a bit tighter, I would just send your ACT score. Just sending your ACT score is probably good enough, but if you are willing to spend a bit more sending your SAT score wouldn’t hurt.

Any idea what I should put on the common app for my non-existent writing score?

Just leave it blank. What you put on app is not what is actually used for admission, the official score sent by the testing agency is.
