Which scores should I send to Penn?

I am applying ED to Penn. I know that they accept either the SAT or the ACT. I took the ACT once and I did very well on it. I took the SAT twice and did very well the second time, but I think my ACT is better. However, since I an from NJ, would they find it odd if I submit only the ACT?

Here are my scores on the SAT:
March: 610 CR, 660 M, 690 W. 1970 total
May: 690 CR, 740 M, 730 W. 2160 total

Here are my scores on the ACT:
Composite: 33. 35 M, 34 R, 33 E, 28 S.

I would send both, but the problem is that I would have to send my march sat scores as well on which I got a 1970. What do you think?

You dont have to send the March scores, use score choice.

Since Penn requires all scores, I would send the ACT. A 33 is basically the same, but slightly better than a 2160 anyway. I think it is irrelevant whether or not they would find it odd that you submit ACT score when you are from NJ

They will NOT find it odd.
If the ACT is the stronger score, which it looks like it is, send it.

Penn requires you to send both ACT and SAT scores
