A score report contains all scores from all SAT tests you ever took.

so I don't have to send any scores? colleges will automatically pick the top two?

Or three, depending on the university.

you have to send the score report to the college, they will probably look at the top 2 or 3 scores, but they will see all the tests you ever took on that report.

so what do we put on the "Test scores" part on common application?

Your score that you want to put, but most colleges require the real thing from SAT. Some will accept a score report that you fax (If there are new scores you don't want them to see, this could work) or councilor's copies on the back of your transcript. They will need some sort of proof, IDK why they ask for scores on the app.
