Which scores should I use?

I studied for the SAT for two straight months and got;

630 CR
670 Maths
660 Writing

And I didn't study at all for the ACT and got;

28 Composite Score
29 English Score
28 Mathematics Score
29 Reading Score
25 Science Score

Writing not available yet.

Which one should I use for admission to schools like Williams, Amherst, Wellesley, Johns Hopkins, Dartmouth etc.? I'm thinking about sending both since my SAT CR score isn't really that good.. but I don't know anything about ACT scores so I'm a little skeptical.

Your SAT is slightly better (1300/1600 is like a 29), but still way to low for all of the schools you listed. Have you applied to schools other than Williams, Amherst, Wellesley, Johns Hopkins, and Dartmouth? Because those schools are all very difficult to get into, even for the most qualified applicants, and your SAT scores are much lower than those of the typical admitted student.

I’m applying to more colleges, but I think I can have some chance at those schools if I manage to write a strong essay and with some good recommendation letters; my scores don’t fall strongly out of the 25% scores they admitted last year.

Unless you are a recruited athlete, native american, or celebrity, you stand little to no chance. Everyone thinks they have good essays and strong recs. From previous posts I gather that you are international with little/no extracurricular activities. In general, it is much more difficult to be admitted as an international student at these top schools. Moreover, all students need strong extra curricular activities and test scores to even be seriously considered. Can you take the TOEFL or something?

Your act converts into between a 1240 and 1270 for sat critical reading plus math.
