<p>California has been down there for quite a while... a number of districts don't perform well academically because their APIs (Academic Performance Index) are quite low. We have a large number of illegal immigrants, so that may be another factor as well (not trying to point fingers - I don't mean to offend anybody).</p>

<p>Money has nothing to do with smart students. Money does nothing for the quality of education. We spend more per student than many other countries that out-perform us on international tests at age 15, yet we score higher than they do at age 8. We could improve our schools trememndously if we allowed kids to choose their own schools, thus causing competition. Our education system is a stagnant unionized, government-run monopoly, and nothing gets done in a monopoly.</p>

Then again somebody might argue that not everybody takes the SAT... (For example the ACT is more widespread in Iowa, so hypothetically Iowa can be the smartest state... hey you never know!)</p>
