Well, I'm pretty honest with the state I live in.</p>
<p>Alabama...definitely.</p>
<p>Massachusetts for SURE! At almost every single ranking regard state's level of education, MA has CONSISTENTLY ranked either in the top five or at the numero uno. Here is a sample of what I mean:</p>

<p>Clearly, East Coast's public education (NY, NJ) kicks Cali's any day.. however, there are many great private institudes in California as well.</p>

<p>i dont really think you can determine this by state, b/c every state has its smart areas and its not so smart areas. For example, in VA, Fairfax County has some super smart kids, but Alexandria City County (which is right next to FX) has a horrible school system.</p>
<p>^ Yeah, a prime example of that is in South Carolina- my cousin goes to school in the central part of the state and the academics are outstanding with some high-ranked schools, but if you were to venture out of the Greater Columbia area you supposedly run into some problems...</p>

<p>You can't just go by test scores because what percentage of kids even take the SAT/ACT from WI? If it's as high as the percentage of kids from NJ, MA, CT, etc then fine but I highly doubt that</p>
<p>What's your definition of smartest? Going by % of kids who graduate from high school and % of high school graduates who go on to college, the Midwest states will win. Iowa and ND usually compete for the top two.</p>
<p>However, going by SAT scores or who goes onto Ivy League schools, its usually the northeastern states</p>
<p>I wouldn't judge by smartest, but I'd say Cali students are the most fortunate...even though our public schools aren't suppose to be as good, we've got opportunities in LA and San Francisco and plenty of other large cities, and great local colleges (UCs, Stanford, Caltech, USC, etc), every type of climate possible, every type of recreation possible...so Cali kids have the most opportunities to experience life, in my opinion.</p>
<p>I think it should be judged by graduation rates because that correlates to intelligence. In that case the midwest states like North Dakota would win.</p>
<p>Northeastern students do make high standardized test scores, but their graduation rates aren't the highest.</p>
<p>A "smartest" title is rediculous if you mean intelligence -how can we be sure without equal educational opportunites in each state? In terms of education, I actually can't be sure, although the NE sounds right in general. California has a large number of well educated people, but state funding for education has been pretty bad after prop 13 so I don't think we're ranked particularly high on average. For higher education, like the U.C.'s, we're great though. But high school? Not so much.</p>
<p>We could improve our schools trememndously if we allowed kids to choose their own schools, thus causing competition. Our education system is a stagnant unionized, government-run monopoly, and nothing gets done in a monopoly.</p>
<p>You know that the countries that tend to outscore Americans, like the Scandinavian and East Asian states, have a far more monopolized education system than the highly decentralized American public education system, right?</p>
<p>Of course, we all know how great literacy and education was before the creation of government-funded schools, right?</p>
