I was accepted to two different summer programs this summer. the first is a history program at William and Mary, and the second is a french program through the Rassias program. Each are roughly a month, which do you think would look more impressive on an application?

i was leaning towards the history program becuase it sounded more interesting, but i dont know if theres a whole lot of history programs out there, so im not sure if its best to pick it and then find out that i cant do another history program next year

on the other hand, i feel like theres a whole lot of trips to france and africa and such to do french programs

Do not make any decision on the basis of "what looks better." The answer is neither; they are equal, if they have any effect at all. Do the one you want to do.

Do what you love, not what pads your resume

They are equal. Do what you love.

Seriously, don't do summer programs in order to pad your resume. You won't enjoy the experience at all. Do summer programs fro the experience itself: interacting with other peers, learning new and interesting things, and experiencing something outside your bubble.

With that in mind, do the one that you have more interest in and might want to pursue in the future. If it's history, so be it. :] If you come out of it with a better outlook, it will be much more valuable than a "prestige" factor.
