Which test scores are better to send?

Hi. So here are my exact scores (i thought it would help), which should I send? Someone said to send ACT if my writing was 25 or higher. I don’t know why having a 25 or higher ACT writing is better.

ACT score English 25; Math 24; Reading 25; Science 25; Writing 28

SAT Reading 590 Math 550 Writing 570
