Which Test Scores should I send?

I took the ACT twice:

1st time:
Composite:21
English:23
Math:17
Science:20
Reading:23
Writing:22

2nd time:
Composite: 21
English: 23
Math: 16
Science:20
Reading: 26
Writing:22

SAT:
Sore: 1510
Math:430
Reading: 570
Writing:510

I have to send scores to 9 colleges, so I don’t want to send both ACT and SAT, but I don’t really know which one would be better.

I don’t think it matters. The conversion charts suggest the 21 composite is equal to 980-1010 (or CR+M+, for single score=990). Your CR+M=1000. You may do slightly better with schools that super-score the ACTs but not by much . You have a 23, 17,20, 26, 22 -not much of a difference.
