Which UC's consider alternate majors?

I know UCLA and Cal don’t, but what about UCSD, UCI, UCSB, etc.? So if both my first-choice and alternate majors are engineering/impacted, can I still get in as undeclared? I’m particularly interested in UCSB and UCSD. As somebody who is considering pre-med/law and engineering, I’m not sure if I should select engineering first and a L&S as an alternate, because I heard that it’s nearly impossible to transfer into engineering.

UCSD and UCSB do consider alternate majors. If applying to UCSD with a capped major, they suggest you select a non-capped major as an alternate. If an alternate major is not selected for either school, you could get in as Undeclared.
