Which universities in the U.S. have high acceptance rate in accepting transfer students from other countries(NOT ENROLLED IN US COMM COLLEGES OR 4-YEAR INSTITUTIONS)?
Too big of a question- there are about 3000 universities in the US. There are about 18 million US students in full-time university, and about 700,000 international students 
You can look up the % of international student for any college / university on their website; a lot will be in the 8-10% range. But the really big question is whether you need financial aid: if you do, the choices are fewer and harder to get into.
