Who can I complain to?

I appied to a M.S. program at Michigan. I sent my transcripts, and paid ETS to send additional score reports directly to the program as directed by the website and the the graduate admin for the department all before the deadline of Jan 15, 2012. I decided to call the department to check on the status of my application on Feb 13, 2012, and the admin informs me that they don't have my GRE scores. By this time, acceptances had alread started to come from the program to applicants. I was directed to e-mail my scores to the admin, and I was just informed today that I was rejected. I know that applying to gradschool is somewhat of a crap shoot, but you lost my GRE scores for a month and you didn't e-mail or call me to ask where the scores were. The website even showed that they had my GRE scores but the admin says they don't? Again, I know that there are no definates in graduate school applications, but if you cut my legs out, how am I supposed to compete? I am upset about this situation, and I don't know who to bring this concern up with? Where should I start?

That’s really rough. When I took my GRE I sent to all the schools I was considering, and sent another later when I decided to apply to a fifth school. After applying, one of the schools I originally sent to said they did not have my scores. They let me send it the printed score report via e-mail and fortunately it was before the deadline. I would contact ETS but they wouldn’t tell you if they screwed up.
