Who counts as an international student?

Some say that you're an international student if you need any kind of visa to stay here (U.S.), others say that you're one if you came here for the purpose of going to school? So I'm not really sure if I am one or not; I have an H-4 visa, my dad has a H visa, so basically he works here and I'm here because of him. We don't have a green card yet but we're in the process of getting one... we might be able to receive it next year, but since I'm a senior in high school right now, that will be after I apply to college.
I have no clue how this works: am I an international student right now? If yes, then wouldn't I have to take the TOEFL or something in order to apply?
I would really appreciate it if someone can clear this up for me, thanks!

Yes, you are an International student but you might not need to take the TOEFL since you have been attending and will graduate from a High School in the U.S. Ask the Admissions offices of the colleges you are applying to.

I was in the process of getting a green card myself last year whilst in the college process. I explained the situation in my application, but to colleges, it is extremely dry cut: you have a green card, you’re not an international student. If you don’t, you are.

When you apply, you’ll be an international. If your green card status is conferred before decisions are made, immediately notify all your target colleges. You’re attending a US HS. There is no need for TOEFL in cases where the language of instruction is English. For instance, a student attending an English language international school in Paris would not have to submit TOEFL

Where are you from? Is English your native language? TOEFL requirement varies from school to school. You should check with the admission office to find out. Some school would require all 4 years of HS to waive the TOEFL requirement. You are an international student until you received your green card. However, you don’t need another visa (unless you reached 21) to attend college. Your H-4 dependent visa is valid for your stay and study.

Thanks for the replies!
I’m from China, but yes I’ve been going to school in the U.S. since middle school.
If I get my green card after the decision has been made, would I change from an international student to a domestic one?

yes but then it would only matter for Fin Aid – not for decision to admit/reject.

If your status changes after you have been admitted, you can negotiate Financial Aid (FAFSA), but if it changes after you are rejected, the decision stands… stare decisis
