A lot of significant things have happened in my life since my application to a few colleges (Rice, Dartmouth, Cornell, etc.). Do I send these letters to the admissions officers or should I call and ask for a regional admissions representative?

I think every school has their own preferred way of receiving update letters. Sometimes it’s direct to the admissions office, sometimes it’s to a regional director, sometimes it’s don’t even do it. This information can be extremely hard to find on a college website, so, if you cannot find it after some effort, it’s usually a good idea to call the Admissions Office and let them inform you as to their preferred procedure. Why do I say check the college website first? Because if you can find the information there, the school put it there precisely so you don’t call them. If however it’s difficult to find, that’s on the school for not making information that a reasonable applicant would want easy to find.
