Who gets to decide when College campus get to Open?

Every state is different. Since you used NYU as an example, da’ Mayor and the Governor both claim final say, but obviously only one of them does.

Isn’t it more like, for a college in NYC to reopen, all of the following must happen: (a) the college itself wants to reopen, (b) the city says that it is ok to reopen, and (c) the state says that it is ok to reopen?
