From what I glean of the qb process, the 1st part is the selection of the qb Finalists.

Who does this? I believe it is QB alone and not colleges.

SImilar question on the match recipients.

Below if the link for qb staff. I did not see a role , like in the college admission world, of admissions officer (the usually 5-8 or so people tasked with accepting or rejecting applicants). Team / Staff

Yes the QB staff reads the applications for National College Match. The organization has a small staff and many of them are involved in selecting finalists. Usually about half the applicant pool are chosen as finalists so it’s not as precise a process as match or college admissions.
QB then forwards your application to the colleges you ranked, and you submit the additional materials to those colleges. Colleges chose the students they want to accept for NCM. When they send the names back to QB, QB will “match” you with the highest college on your list that accepted you.
If you were at the Stanford/Yale/NU conferences, some staff introduced themselves and said they were part of the group who would be reading NCM app’s.
