UF's website says that transcripts must be sent to office of admission, but does my school have to do it, or could I mail it? And when do you send your transcript, before or after you submit your application?

Generally, your school sends your transcript, in a sealed envelope you never see, to prove that it is official. You can send them in any order, but I wouldn't put too much time between the two.

I talked to my guidance counselor and was told that I would receive a sealed envelope for me to send. Should I put my schools address or mine? Would sending it myself affect admission?

The address should already be on the envelope. And how is UF to know who sent it?

Transcripts should be sent electronically.

Transcripts CAN be sent electronically. They don't have to be.
