<p>Most universities say they require the TOEFL of people whose first language is one other than English. How do you determine if its your 'first language'? 
I take IB English A1 Higher Level and did fairly well in the reading and writing sections on the SAT. Does that mean that I don't have to take it?</p>
<p>Well most universities state that if you have score above a certain point in the Reading Section of the SAT your TOEFL requirement will be waived.</p>
<p>If English is not my native tongue and my permanent address is not in state, but I am an American citizen, have been studying at a WASC accredited american school (in Taiwan), and am getting above decent scores for my English courses, do I still have to take the TOEFL exam?</p>

Should be waived for your schools. But depends on the individual colleges, UMich is a little weird. Just go do a search on the schools’ websites.</p>
