Why can't CAP students take classes between HS graduation and freshman fall?

I was reading about CAP and saw this on the CAP Frequently Asked Questions list:

**May I take courses during the summer before or after my freshman year? **Taking courses from the prescribed list to satisfy your CAP requirements is a must. To avoid having coursework that might be taken before enrolling in CAP interfere with your ability to enroll in appropriate CAP coursework, you should take no college coursework in the summer before your CAP participation. However, you may plan to take courses in the summer following completion of your CAP coursework.

Why is it that students participating in CAP can't take classes in the summer between between HS graduation and freshman fall?

If you take all the Cap Classes before you get to college, and then come in with all the credits but one, and then take 1 class and get an A, your Cap GPA would be a 4.0, and it would pretty much make the entire process useless.

The point is to be able to prove that you are on level with other UT students(or as close as a sister school can get, which is pretty far), not the kids of a community college.
