Why can't I access SPUR?

So I have been trying to enter SPUR, but every time I try to log on It doesn't let me because "I am a freshman and freshman cannot participate." Has this happened to others? I am so confused because I will be a Sophomore in the fall and it also says on Bearfacts, which I assume is where they get it from. Do I have to be a registered (meaning have paid registration for fall 2009) in order to be an official sophomore and than be able to access SPUR?

what’s SPUR?

It’s like URAP, but only available to students in the College of Natural Resources.

What are your three levels (Education, Non-AP, Future TeleBEARS)?

Sophomore, Sophomore and future teleBEARS is blank.

It could have something to do with the TeleBEARS level being blank. Mine was blanked last summer and it is reblanked right now too.
