Why do the waive TOEFL?

It can be sound like a stupid question…

But I was wondering why Brown waives TOEFL for Intl students who scored 600 or more in the CR section. I’m Italian, never studied or lived in a English speaking school/country, I scored 690 so luckily I do not need to take the TOEFL. But why do they say “600 or more”? Do they expect Intl students to score LESS than 600? (even if I know CR is really really hard for us intl students…)

My guess is that Brown thinks that a student who scores above 600 has demonstrated with that score that they know and understand English sufficiently well to succeed academically. Why they set 600 as the cut off and not 550 or 700 – that I couldn’t tell you. I don’t think they expect international students to score less than 600 – I’m not sure I understand how you came to that conclusion.

Because I think 600 is a really low cut-off for a top school…Am I wrong?

And I’m not saying Brown isn’t a top school. I really like it, I really want to be accepted to, but you know…applicant’s strange and paranoid questions.

And of course my question was “why do theY wave the toefl”…
