<p>Students who are eager to take tests in the summer and teachers who are readily available to proctor tests in the summer are a small minority.</p>
<p>^^ Here's an idea to take care of that problem: fewer centers! Also, if you make it an afternoon test, then the students who hate mornings might prefer it..</p>
<p>CB is a for profit organization. Why would they charge 50 for a SAT rescore and 70 for an AP test?</p>
<p>i assume the major reason is economical;
though they claim to be nonprofit, they still need to fully cover and make a profit to maintain their business since its the only type of revenue they get. (they are a non-stock corporation) If the costs of arranging SATs globally doesn't yield enough profit for the effort (not enough people will take them), then they will not offer it since it may mean losses short term.</p>
