<p>There is no February ACT test in NY state, it has been that way for years (at least 10, probably more).</p>
<p>As far as I know, the education laws in NY required that test takers be allowed to get any standardized tests given in that state to be returned to them so that they can see the test questions and answers. (This law was called the “Truth In Testing” law.) Later the law granted a partial exemption to the ETS and required them to reveal at least 4 tests per year (this is why there are 4 QAS exams released per year: three Saturdays and one Sunday).</p>
<p>ACT, Inc. was not granted an exemption. I believe they don’t administer the February test in order to avoid having to release it.</p>
