I want to know the reasoning behind this due to it having been ranked 23 by US news. Thank you.

CC is owned by a UCLA alumnus. :))
And USC is ranked higher than UCLA (as well as CMU, UVa, UMich and UNC) in the latest rankings, all of which appear on CC’s top universities :(.

Apparently, they do not plan to adjust their long-standing and out-dated list though.
I heard that people may think that USC is University of South Carolina which is a great school, but not a top 30.
@gmfreedom well, Caltech and other schools listed as a “Top School” are not on that list either, so I doubt that list is relevant.
@DaveMcBob This list/ranking shows that UofM is good in most subjects. Caltech is ranked in the top-10 in 8 subjects. University of Michigan is ranked in the top 10 in 57 subjects. That is RELEVANT.
@gmfreedom The link you gave does not say that Caltech is ranked in the top 10 in 8 subjects, besides, there are actually more than 8 subjects taught in top universities.
The link does not have other “Top Universities” (listed by CC) like Duke, Emory, Rice, Virginia - I haven’t bothered to look at them all so the list is IRRELEVANT (I also have caplock!) for CC to use to determine “Top Universities”.
@daveMcBob Here is the list that shows Caltech raking in top-10 subjects and it is 8. If you scroll up and down you can see top-10 list for all universities on this list.

It’s College Confidential, so I wouldn’t attach too much importance to their rankings. Or any rankings.
