Why would an application fee waiver be denied?

I recently sent an application fee waiver to ASU and University of Arizona. On college board (big future college search) it was said that both schools accepted fee waivers. However, while UA accepted my application fee waiver (which I received from college board SAT) ASU did NOT accept mine. My fee waiver was deemed as “Non applicable”.

Why is this? Is there a reason why a school would deny an application fee waiver. When I talked to someone last time it said that they required the school counselor’s signature, but an application fee waiver from college board already implies it has the school counselor’s consent/permission (as my school counselor told me before). Therefore, I don’t know see why my fee waiver was denied.

Please help me get to the bottom of this. I tried contacting the school, but it was no help.

P.S. I am out-of-state (CA) and idk if that affects anything. I already sent my scores to ASU so I want to give it another shot.

Also…

For those who don’t know, the fee waiver given from College Board is only for students who used the SAT fee waiver. By taking the SAT using a TEST fee waiver, college board automatically grants four application fee waivers (hence why I said I received it from college board SAT).

Maybe they just don’t accept the College Board fee waiver?

Nevermind. I found out it’s because they don’t acccept out-of-state fee waivers.
