<p>Is there a reason that in-state students could not be eligible for the UC schools if they agree to pay OOS fees? I know so many students that want to stay in California and would have to pay the OOS tution if they went to other states. So why not let them pay it to Calif state and UC schools. They would save on traveling expenses etc. Does anyone else fell this way?</p>
