My middle school had a grading scale that was 87-90=B 91-92=B+. At my current school a 90-92 is an A-. On my transcript it says Grade 8 Algebra - B+. This would definitely convert to an A- based on my current school's scale. I talked to my GC about it today and she said colleges won't even notice or care. Is this true?

Your GC is correct, schools are not going to care.
Will it matter? It may, ever so slightly if your high school includes middle school grades on the transcript, and in GPA calculation. While the GPA is rounded and it may not be visible by the time you apply, it may make a difference in class rank. If your school is highly competitive and a very slight margin separates the top 5%, the B+ may make a difference. Ask your GC if it’s used in GPA calculation.

My school ranks in quintiles. I’m definitely in the top quintile already.

Colleges need to compare as fairly as possible(to those who ask: no I do not have a citation for this, sorry), so I’m pretty sure that they will include only 9-12. Just my thoughts.

I don’t disagree. Schools vary in adding hs classes taken in middle school to the GPA. It could make a difference in the GPA, and ultimately the students rank. If a neighboring school does not include it, a student could have the same grades, but a higher GPA. Applying the the same college they have to rely on the admissions office to know that one school has included it and one has not. Yes, this information is included on the transcript, however it depends on how ‘picky’ this is considered. If the target university has an average GPA of 4.1 you would hope they would look that closely.
