My teacher in PreCalc was a bit harsh, and I ended up with a C (I have all As in every other course I’ve taken in high school). However, I got an A in Calculus and an 800 on the SAT math portion and the SAT2 math 2 exam. Will colleges realize that this C had more to do with the course than me being bad at math?
Depends on the school you apply to. It will be tough/impossible to get into top tech schools with a C in math. But in general it will not likely be the sole reason you don’t get into a school.

Also, what do you mean by a “top” school- HYPSM? Other Ivies? Top 20 universities? Top 20 LACs? The problem is, there will be others who earned an 800 on the math portion of the SAT who did not receive a C in pre-calc and, at top schools, you’ll be competing with them.
I think you’ll be okay. You’ve proved that it was a fluke. You will be okay.
