<p>This will depend on the school.</p>
<p>Sometimes the Financial Aid Office is working on these while the Admissions Office is reading applications. If admissions is need sensitive, the Admissions Office will have to have the numbers before making a yes/no decision about a candidate.</p>
<p>Additionally, the FA office has to have its preliminary FA award ready to go out with or close to the ED notification date. If it’s a competitive school, there isn’t enough time for the FA office to wait until Admissions is done.</p>
<p>There may be some applications that are clearly rejections, and they may not get processed. Otherwise, most applications will likely be processed.</p>
