Will budget cuts help OOS students?

It seems that there will be budget cross at state universities across the country. My question is, will those budget cuts increase the likelihood that OOS students paying higher tuition will be admitted? This could be a boon for kids like my son, who are in the lower range of GPA/scores for some schools. I am curious what people from other states think about this - we live in California and I know that the UC schools are looking to increase their income by bringing in higher tuition paying OOS students.

Not in North Carolina, it’s written in the state constitution that only 18% of each state colleges’s population can be OOS students

other states have set “quotas” also

Will the UC change even happen for awhile? Anyway, I do know that some states definitely do not cap the number of out of state students. For example, GT has something like 30-40% OOS kids.

In some states, for sure. Colorado would be one. Wisconsin to a small extent.
