I go to a highly regarded public HS in Bethesda, Maryland. CU Boulder is my #1 choice! However, despite a strong upward trend and a great ACT score of 32, I still will only finish HS with a weighted 3.1 GPA. What are my odds of being accepted?

You should have no problem getting in, they use weighted GPA.
Oos tuition will be high, so discuss budget with your family.
Apply by the priority deadline (November 15 I believe, but double check). You have a solid chance.
But still the weighted average is. a 3.6. I’m not sure Op. I think you should get in with their acceptance rate but I wouldn’t call it a safety just to be safe.

Your GPA might hurt you a little bit, but your ACT will definitely skyrocket your chances. Also, CU Boulder has a super high acceptance rate and with your two AP’s (depending on how well you did on them) will almost guarantee you into CU Boulder.
