Will I get deferred without the TOEFL?

Today I recieved the online status check ID. Then I checked my status online. There is one "English proficiency report" under the requirement document. I e-mailed the admission office and they said that non-native English speakers (even though I am a green card holder) have to take the TOEFL exam. Therefore, I couldn't submit the score at least until mid-December (because I am gonna take it in december 3rd)

So my serious question is that, will I get deferred to the regular pool without the TOEFL submitted? (Even though I know the chance of being deferred is almost absolute, I just want you guys' opinion.) I am so stressed out because I heard that early action has a better chance to get in a university.

Call Northeastern.

I really can’t speak for your situation, since I’m a citizen now, but I am a native of Belarus and even though I put Russian as my native language, all I had to do was score a 550 or higher on my SAT and that was it…

They might not even consider your application until the score is in, which would make it regular decision. You need to call admissions.

on my applicant’s checklist i picked up on campus in august, it said TOEFL OR 550+ on CR in the SAT
