Hi! I just wonder that after I graduate from high school, I move to the state that my college is in and live there for a year, and then apply to the university, will I get the in-state tuition? I know some answers depend on my parent’s address, but what if my mom is live in another country and my dad is lost. Can I use my uncle or some of my dad’s friends’ addresses?

Depends on the state. Some have quotas for how long you must have lived there. You would also have to change your permanent address to the state, as in, proving that you live there currently. Most states have a verification system that includes tax documents or bills with the address on it.
Agree, it does depend on the state, but most of the more “popular” states make it very hard to get instate tuition.
For many schools, if your mother resides outside of the country, your residency is based on her residency.

It depends on the specific state’s rules, but most states will base a dependent* student’s residency on parental residency, although some also give residency or equivalent after graduating high school after sufficient school attendance in the state (this would apply to your current state if it has this provision).
*“Dependent” students for this purpose are often defined as undergraduate students under 24, not married, and not US military veterans (with some less common exceptions).

You can’t use your uncle or any other relatives address either…or a friend…has to be your parent.

In some states, this can work. In others, it can’t.
In some states, this would work for community colleges.

If you are a US citizen or legal permanent resident alien, and your mom is not in that status and lives outside the US, and your dad is completely missing, then living with a family friend or another relative who is in the US legally could make good sense. You could live with that person while you get a job here and get your life sorted out.
Yes you could live with another relative or friend while you sort this out…but that is not going to guarantee you will have instate residency status for tuition purposes if your parent loves elsewhere.
