The 29 ACT makes Toronto a reach for a competitive major like Life Sciences. The 530 ACT II may also be a problem.

Does the same apply for the Social Sciences program?

Toronto is not as specific as McGill in posting minimum requirements online. Toronto just says “some programs have higher requirements”. At McGill STEM and business have higher requirements than humanities and social sciences and they specify those minima.
