Will I get into UC Berkeley :-)

I agree. You are definitely competitive, but admission into UCB’s engineering is brutal. Your stats and ECs seem all there, but you are an international applicant, which will make it harder for you. Just make sure your essays are strong.

If I don’t apply for scholarship (willing to pay full fees) then do I stand a better chance of admission?

No

You’ll be a competitive applicant for Berkeley. I’d say you should apply and take your chances.
With an admit rate of only 14% and 9% in the college of engineering, your stats would not guarantee you of admission.
Last I heard, EECS admit rate was 5.6% – that’s about as hard as getting into Harvard or MIT.
But you wouldn’t know unless you try. Good luck!
