Good luck!

Assume he did not apply to Alabama as they offer full tuition for SF status but application deadline was 12/1.

Washigton State offers full tuition for SF status for applications submitted up to 1/31.

Confused that you indicated he has a 35 on ACT but only got a stats based offer from Baylor of $35K. The one C you mention should not have pulled his GPA and class rank down THAT much for him not to qualify for a higher amount. My D has a decent ACT but not 35 by a long shot, a decent GPA and class rank and the standard baseline stats based offer was $60K.

mytwods, $60,000 at Baylor sounds good; congrats. Of course, that still leaves a lot to pay at Baylor. My DSs GPA and rank don’t hold up to his 35 ACT. B+ UW average, 4.5 weighted, top 15%.

Fredsfam, good luck on the appeal! I really hope that they reconsider and give your son NMF. A 35 ACT and 3.5 (or so–B +) GPA, unweighted, is excellent!

It needs to be noted that grades are not the only consideration the corporation uses. There’s a reason they ask for essays and what courses the grades were in. Getting one C and being rejected may well not be an arbitrary decision if something else about fe applicant isn’t in order.
