Will I Not Be Considered As a Priority Application???

The following is directly from college I applied to:

If you took the ACT in September or October 2015 and requested that your scores be sent to Maryland on your exam or by Wednesday, October 28, 2015, your scores will be considered as a part of our priority application review even if they are not reflected in your document tracker by, or are received after, Nov. 1. We will work to accept these delayed scores, but you must forward the notification you received from the ACT to ApplyMaryland@umd.edu and include your full name and date of birth.
If you took the ACT in September or October 2015 but did not request that your scores be sent to Maryland by the dates above, we cannot guarantee that these scores will be considered as a part of our priority application review unless they are received by Nov. 1. Please note that we will not accept screenshots of your scores in place of your official scores.

With that being said, I received my scores on October 29th. I couldn’t send them even if I wanted to.
I submitted my application on November 1st for early action, but it is showing as “incomplete”
I emailed the college about my situation, but haven’t heard back yet.
What am I supposed to do?

Yes you could have if you selected them for your free school when you tested. Looks like you might be in RD.

Only UMd can answer your question. The notice does not appear to rule you out, but says only that your score is not guaranteed to be considered unless received by Nov 1, which implies it might still be considered even it does arrive after Nov 1. If you ordered scores sent Oct 29 and had all your scores including writing by then, I am guessing you will be OK including because your score is going to arrive before any of those October test scores arrive, which it says it will consider, since the multiple choice section scores of the October test will not even be released until Nov 10.
