Is the resume for the college application or an honors/scholarship program?
My kids “high school resumes” were two pages… they included all of their high school activities, sports, community service, awards, and interests. They uploaded their resume for honors and scholarship programs because we did not know whether those programs actually received the admissions information.
Once my older two graduated from college their CV/resume was one page.
This makes sense to me – that the HS resume would be bigger than the seeking first job out of college resume. I suspect most schools that get optionally uploaded resumes that don’t need them just ignore them. It takes a fraction of a second.

My daughter went to a resume writing session at her internship and they said for applying to college it really should be a CV.
