I plan to apply to a couple of Ivies and top schools. I got 34 C (32 E/35 M/35 R/34 S) in the ACT, and am also predicted 45/45 for my IB Diploma. However, I only got 780 and 730 in Math II and Chem :(

Some of my schools require SAT IIs, so should I retake or keep this score? Also, should I send it to schools that are optional on SAT IIs? Will it harm or help my 'academic' portion of consideration with such score?

P.S.: For ACT-only-friendly schools, will I be disadvantaged if I do not send in SAT IIs?

Almost all successful applicants to Ivy League and other top colleges have SAT II scores of 740. If time allows, you should retake the chemistry test. If you you get a higher score in your retake, I would definitely send the scores in to schools that do not require them.

You won’t be at a disadvantage if you chose not to send your SAT II scores to a ACT-only-friendly college.
