Will this hurt my chances for getting in these colleges

So my first Sem grades for Junior Year are:

English Honors-B
Chemistry Honors-C
Human Rights and Conflict Honors-B
Pre-Calc Honors-B
Spanish CP-B
Weight Training CP-A

and my second Sem Predicted grades are:

English Honors-B
Chemistry Honors-D
Sociology Honors-A
Pre-Calc Honors-B
Spanish CP-B
Health CP-A
Acting Honors-A

As you see I went from a C to a D in Chem, and there is nothing I can do about it. I always kept a C avg in science except in my first Sem of AP biology I got a D. My G.P.A. is a 3.1uw and I am taking all APs next year. I am a URM male who is in plenty ECs, 1830 SAT (my best), and in the scholar society. I want/am applying EA to NC state (as OOS), Ohio University, Ohio State, Purdue (as OOS), University of Central Florida (as OOS), University of North Carolina- Chapel Hill (as OOS), Vilanova University (as OOS), and University of South Florida (as OOS). I really want to got to NC state (First Choice) but I don't know if I would be accepted.

C average all through high school in science classes is going to make things tough, and the 3.1 GPA as well. Google the common data sets for each school and you will see the test scores and GPA;s fir accepted students.

What is your intended major? For some schools, that will make a difference on how much your science grades matter.

Why are you only looking at OOS colleges? If you are in need of financial aid, you need to consider your own state colleges. State schools rarely offer much financial aid to out of state students.
