Will this residency proof thing effect my application at all?

I just got some form in the mail to confirm that I'm a Michigan resident (because I've only lived in Michigan for 2 years). It kind of says on the paper on it that I should send it back in as soon as possible because it can affect my admition, but it worded it weird so I'm not exactly sure what the deal is. Can someone tell me if it will affect my admition at all?

Michigan residents get preference over non-residents and they are targeting for a certain percentage of residents vs non-residents.
