So I am currently a sophomore who has just finished his semester. Unfortunately, I ended up with 3 B+ due to some issues with studying. If I manage to get 4.0 during my junior and senior years (and a good SAT/ACT score + extracurriculars), do I have any chance of getting into a school like UC Berkeley? Will my GPA in the 1st semester of my sophomore year hold me back from getting into a good UC?

Yes, you have a chance at a UC. Just keep working hard, do well on the SAT/ACT and continue with your EC’s. At the end of your Junior year, calculate your UC GPA and then see where you stand.

No, only Summer school after Junior year will count. Senior grades are not used in admissions. If you are borderline, some UC’s will send out a supplement in January where you can submit Mid-year grades. As a general rule, Sophomore and Junior grades get in, but Senior grades keep you in.
