I am from Nepal planning to apply to ED Williams college.
I have fairly high financial need.
My GPA is 3.5(equivalent to 4.0/4.0 on US scale), 1520 SAT and no SAT II
My ECA are quite good enough in STEM field.
WHAT are my chances?

Congratulations on your impressive achievements in school!
As posters reply to you, please keep in mind that none of us has a crystal ball to be able to tell you how admissions officers will respond to your application in its totality and in comparison to those of other applicants.
Williams is not need-blind for international students but all you can do is submit your application and hope.
Also prepare to apply to several colleges for which admission is easier. That way, if Williams does not admit you, you will have somewhere else where you will be happy to go to college.

Your scores are in range and subject tests are optional now. Roughly 8 percent of admitted students are international and those that are admitted seem to get the best of both a close knit community and diverse experiences/opportunities. Consider tieing your experience in Nepal to a global issue where you have leadership experience that you can bring to campus whether that be human trafficking, the environment, or the digital divide.
Odds are you won’t - like all internationals who need aid, your odds are even lower than normal and normal is “odds are we you won’t” even for Americans.
Write the best possible application and plan to apply to more universities, including some with automatic merit for stats.
