I’d really let her pick out as much as possible after arriving, and have anything shipped directly to her.
People manage this many different ways. But I’d recommend not overdoing - often the kids don’t wear it. Since the first term ends at Thanksgiving, it is possible for students to make do with a warm jacket and some mittens, and figure out what they will want when they return in January, taking advice from their peers who are from the area - they are not likely to need the real heavy stuff before that. It is also easy to order things and have them sent to your student - so think about going with the less now, more later if needed, approach.

I think if you go to the Mall of America when you come to Minnesota you should be able to find plenty of options. Another perk of shopping in MN is that we don’t have a sales tax on clothing. As far as what to buy, just start off with a hat, some mittens, and then a jacket. For the jacket I would recommend getting one of those Northface jackets that have an inner shell and outer shell. This will be great in the fall because you can just wear the thinner inner shell. Winter comes along and then you reattach the heavier outer shell.
