I was just wondering, with my low GPA (3.09 UW, 4.3W(IB program)),
which schools should I be thinking to apply? stateschools? do I have any chances at Ivy schools or liberal schools?

I'm from florida, go to public school, junior.

I know that other stuffs, like SAT scores, ECs, volunteer hrs, and essay, matters alot, but since I haven't done many of those stuff yet, I wanted to know, with my GPA, which schools I should be thinking about.

What is the average gpa at your school? They will look at your rank along with your gpa. Some high schools have 40-50 vals where they all have 4.0's. Other high schools grade harder.

There is not enough information such as your URM status and your SAT scores in order to make suggestions. However, for a non-hooked applicant, the top 20% isn't going to help you much at the ivies. Actually you might be disadvantaged some at the public universities because they are more numbers driven and would like type the 3.0 into the computer without getting to know you. Of course, the 4.3W and the IB is very impressive. Other than telling you to not plan on the ivies unless you have a strong hook, I wouldn't rule anything out based on what you have said so far.
