Withdrawals and Chances of transferring

Hello,
So I just got back into college, I’ve had a rough past with drugs, and because of it, I have had an F and 6 withdrawals in college. I retook most of the classes I had withdrawals, and received A’s. only 2 more withdrawals on a class I haven’t taken.

I plan on taking that class and receiving an A or B(English isn’t my strong suit). I have 17 units with all A’s and one 4 unit class with a B(english). My question is, I wanna transfer to UC Berkeley, ideally for Mathematics(I wanna be a math professor) but I know the amount of withdrawals is a problem. Can I get an opinion of my chances of getting in?

Theoretically if I received all As leaving my gpa at 3.93,being an Eagle Scout(2% of male population) and plan on being active in my community now that I’m not living for drugs, do I have a chance?

I think I’ll have an essay that I can explain my struggles and how I have overcome them (which would help), but I’d really like some opinions of my chances of getting in.

I was thinking about retaking my B in a 4 unit English class this summer for an A, is that too far perfectionist?

I’m also a California resident.
