Is it possible to withdraw an early decision application if it's done before the deadline, and the application is not complete? Only I've signed the agreement. My parents and guidence counselor have not signed it yet.

If you have not submitted your application, there is nothing to withdraw.

I’ve summited my application, but not my teacher recommendations. Is that still ok?

Call the admissions office at the school you applied to and ask to withdraw your application or change it to regular decision or early action. Since they have likely yet to review your application, they will probably accommodate you.

Only the college can answer this question for you.

I believe if you have not completed the application, the early decision is not yet binding. For example, I don’t believe a student can bind themselves if the parent didn’t sign.

I know of at least one college that provides a time period to change an application to or from an early decision application.

You should contact the college admissions office right away to clarify the matter. I’d ask if you can withdraw the agreement because your parent refused to sign it. I can’t imagine they could say no. Ask to convert the application into a regular non-ED application.
