Long story short, I was in my first semester at Florida State, I withdrew half way through the semester. I received nothing on my transcript, just a big bill (but that's the least of my worries).

I am now applying to better schools as a freshman for fall 2011. Is it necessary for me to disclose that I attended FSU regardless of the fact that I received no credits, no grades, not even Ws from there?

In general, yes. Double-check individual school policies, but the usual rule is that you must provide transcripts for every institution of higher education that you have enrolled in and attended - whether or not you actually earned credits there.

You could try and ignore the rule, but you run the risk of A. being found out and rejected outright or, worse, B. being found out after enrolling and having your admission retroactively withdrawn for lying about it.
